[Dibbler] Problem with Prefix Delegation

aaah, it took a while, but this bug is finally fixed. Please download 
latest CVS code to get this fixed.

Anyway, support for prefix lengths not divisible by 8 is not very well 
tested, so in general I would recommend to use prefix lengths % 8 = 0.
