I have an important correction for above. Only 2k/NT port of Dibbler 
behaves as described and it's in fact a bug, although a harmless one.
The XP/2k3 port correctly recognizes interface being down and refuses 
to start.

I'm sorry for confusion.

But the rest apply, Dibbler should not exit, but wait for some time 
and try later.
