[Dibbler] Static DHCPv6 address support

Hi,

It turns out the Vista DHCPv6 client has taken a major step backwards
and is doing things it shouldn't at a very low level.  Basically, the
system is using some bogus value for the Link-Layer Address in the
client identifier.  This use to be correct but now is all messed up.
This build also messed up the SLAAC address generation, etc.

I have filed several bug reports with Microsoft.
