That was it!!
I had tried that console command before and got an error; however, I
just think I misspelled something on the command line!

Quite easy. Disable IPv6 built-in firewall in WinXP. I think that is
described in FAQ section in Dibbler User's Guide. It is section 7.3,
first question related to Windows.
